It looks like you are misquoting J. Harold Greenlee in An Exegetical Summary
of Hebrews (1998). He summarizes how different commentators and translations
have rendered KRITIKOS in Heb 4:12:
KRITIKOS (LN 56.23) (BAGD p. 453):
'to be able to judge' [BAGD, LN, WBC; NASB, NRSV],
'qualified to judge' [Mil],
'keen to judge' [Ln],
'able to discern' [BAGD].
This adjective is also translated as a noun: 'discerner' [KJV];
as a verb: 'to judge' [NAB, NIV, TEV, TNT],
'to pass judgment on' [NJB],
'to discern' [HNTC, NIC],
'to discriminate' [REB],
'to discover' [CEV],
'to expose what one really is' [NLT].
