Actually I think you've answered your own question: the hOTI is an
indicator of direct speech (as is also clear from the content): the word
GLEUDOUS begins the direct words cited, and I guess your editor puts the
Gamma in upper case for that reason; it's an editorial decision; it does
NOT mean that this is a proper noun.
