I'd like to offer a couple of minor contributions.
First, I located the following page at project Gutenberg describing the
process they recommend for creating eTexts:

They are the world's best in this area, so they probably know what
they're doing.
Second, I may be able to get access to a commercial-grade, sheet-fed
scanner. If so, I would be happy to do the scanning itself (although
for the proof-reading I am simply not competent.) This would at least
get a PDF copy that multiple people could work from. I will get back
to those interested when I know whether I can get access for sure.
Recently, I was able to check out a copy of Funk from a local seminary
for a brief period, and I too would love to see this available online.
