Mitch-

my guess would be because hO QEOS is the subject
(while FWS is a predicate nominative).

also john here is using a figure of speech called
pleonasm. a pleonasm is a figure where an assertion is
made and then further emphasized by repeating it in
other, sometimes in opposite, terms.
