For my part I don't think there's any suggestion of "having authority" in
the centurion's statement; I think rather he is saying that he is "subject
to authority," and for that reason he knows what it means to take orders
given by a superior authority. So, while I would agree that the context
suggests that the centurion can give orders to subordinates as well as
submit to orders from higher-ups, the Greek text in question indicates only
that he knows first-hand what subjection to authority is.
