Wallace simply refers to it as the article "as a substantiver." (I 
prefer "substantivizer," since it is actually in the dictionary.) You 
may want to check out his comments on pp. 231-238. There he defines, 
explains, and illustrates this category. He lists the following uses:

1) With Adverbs

2) With Adjectives

3) With Participles

4) With Infinitives

5) With a Genitive Word or Phrase

6) With a Prepositional Phrase

7) With Particles

8) With Finite Verbs

9) With Clauses, Statements, and Quotations

Basically the same way it does with other parts of speech. For example, 
in Col 3.2 we find TA EPI THS GHS, "the things on earth" or "earthly 
things." Compare this with Paul's use of the article to substantivize 
the adjective in Phil 3.19: TA EPIGEIA ("the earthly things" or 
"earthly things").
