[B-Greek] EN with Genitive?

Speaking of Attic, I think this is a quote from Euripides,

EGW D', EN ANDROS EUSEBESTATOU TRAFEIS
CEIRWNOS, EMAQON TOUS TROPOUS hAPLOUS ECEIN.

EN looks a little odd here. ANDROS EUSEBESTATOU CEIRWNOS should be in  
the dative since it looks like it defines the agent of TRAFEIS.

Perhaps there something missing, EN might be local without an argument.
