It is not an infinitive but rather an aorist optative 3d sg --  as is  
also PARAKALESAI at the beginning of 17.:

text: 16 AUTOS DE hO KURIOS hHMWN IHSOUS CRISTOS KAI [hO] QEOS hO  
PATHR hHMWN hO AGAPHSAS hHMAS KAI DOUS PARAKLHSIN AIWNION KAI ELPIDA  
AGAQHN EN CARITI, 17 PARAKALESAI hUMWN TAS KARDIAS KAI STHRIXAI EN  
PANTI ERGWi KAI LOGWi AGAQWi.

The subject of the two optatives is set forth in verse 16 "our Lord  
Jesus Christ and God our Father who loved us ... " I'd say that  
there's an implicit hUMAS as object of STHRIXAI derivative from the  
preceding object of PARAKALESAI (hUMWN TAS KARDIAS): "may he comfort  
your hearts and strengthen you in every good deed and word."
