My inclination is to construe META PASHS SEMNOTHTOS with PROISTAMENON
taking TEKNA EXONTA EN hUPOTAGHi as a parethetical expression (as, in
fact, the editors seem to have understood it). He is thus to "manage his
own household well with all dignity, having his children obedient."
