I have followed the recent discussion on Unicode Greek with interest. I would like to share an application that I developed for my own use, which I have decided to make available for free and open source. I call it "Greekpad."
I decided to make it available for others largely for the purpose of leading a group study online of Mounce's "Greek for the Rest of Us" and "Basics of Biblical Greek Grammar."

Here is the program:

As said in readme.txt, input is to be typed in BetaCode.
Output is made in straight up Unicode and in HTML character escapes.
I hope that this program will encourage the creation of documents in polytonic Greek. The unique feature of the program is called "AutoAccents." This allows one to type in Greek, without any accenting or breathing, and to have these added to the word automatically. (The "dictionary" has about 30,000 entries, being based on the Greek New Testament and a portion of the Thesaurus Lingua Graecae.)
I am unveiling the program on this e-mail list in order to garner feedback on it, so as to put suggestions into the official release. (It is in Beta, but I believe it has no bugs.)
It is very easy to port it to Linux and to Mac OS X. That will be another advantage of using it.
best,
