I've done a bit of looking at the Microsoft Windows Polytonic keyboard. 
I think it is unfortunate that these diacritical positions are the ones 
that Hellenes have gotten used to. Particularly, I don't think the 
actue circumflex grave placed on the q [ ] keys is especially 
convenient.
But, I have yielded. Here is the current version of the layout I am 
proposing for a Biblical Greek keyboard based upon the Greek National 
keyboard.
The picture uses yellow to indicate diacriticals.

Note: My first draft of a Greek National compliance Biblical Greek 
layout used the Monotonic layout that distributes on a Macintosh as the 
basis. It is quite different.

I am a bit torn regarding what my/our goal should be. I think 
ultimately I will make available both the BGreekNational layout that 
includes the suggestions some of you are making (please make more), and 
also a BGreekStandard that uses the layout that MOST New Testament 
scholars are familiar with, namely, the Standard Mapping initiative, 
Teknia, SuperGreek, Graeca and others, including the suggested 
alphabetic transliteration scheme for this e-list.
