The structure of the sentence is rather non-standard, but the antecedent
if found in 10.8

The gender is wrong for FWNH, but it is probably best considered a KATA
SUNESIN construction where "the voice" is a metonymy, i.e. it stands for
the One whose voice it is.

The situation here is similar to that of 11.1.  "The voice" is that of
"the One seated upon the throne" in 11.2.

In 11.15 the "voices" are probably the members of the heavenly court, and
and once again FWNAI is a metonymy for the court and the construction
KATA SUNESIN.  In 11.12 "the voice" is most likely again that of "the one
seated on the throne" allllll the way back in 4.2.
