[B-Greek] Great Commision Matt 28:19

These questions have probably been asked before but I am new and I would
love to have the answers.

John Gill says:

"baptizing them; not all nations, for the antecedent to the relative "them",
cannot be "all nations"; since...the words for "all nations",
are of the neuter gender, whereas... "them", is of the masculine."

(a) is he right?
(b) what data can be gained from the fact that the gender of the two
pronouns changes?
(c) does the first part of the verse (going disciple all the nations) mean
that the nations should be discipled as nations or that disciples should be
made out from amongst all the people of (ie the disciples are a smaller
group that the total population) the nations?
ie does it mean
1. aim at making entire nations my disciples
2. aim at making some disciples from each nation
3. Ambiguous
4. Something else
