I think the difference in force is the difference in English between "each and everyone" and "each one."  KAQ' hENA strengthens the distributive idea.

I think your alternate interpretation is unlikely.  I don't your have original e-mail here, but I think you were suggesting "according to the One," with One referring to God.  That would be an unusual indepedent usage of hEIS in the NT.  God is sometimes referred as "one" adjectivally, but I don't remember offhand the use of the term substantively, "The One." Coupled with the fact that KAQ' hENA is a standard phrase, this makes that interpretation highly unlikely.
