Why not both?
I agree that KAQWS is better translated "just as" rather than just "as".
This is also the main gloss in BDAG and L&N says "markers of similarity in
events and states, with the possible implication of something being in
accordance with something else - just as, in comparison to."
So, another option for translation is "in accordance with".
On the other hand, Mark also introduces the quotations from the prophets in
order to explain how the gospel of Jesus Christ had to begin with John the
Baptist announcing the coming of the Messiah. The two quotes prophesy about
a messenger, and that messenger is John the Baptist. That is why it may be
better to think of KAQWS as pointing forward instead of backwards. JUST AS
it was written in the prophets that a forerunner should prepare the way for
the Messiah, so came John the Baptist as that forerunner.

Yes, but not necessarily compare for identity or equality. And there is no
need to exclude other writers, since Mark uses KAQWS in its ordinary sense.
