In Romans 9:16 the pattern ARA OUN ... OU ... OUDE ... ALLA ... can be
understood using principles of syntactical and rhetorical analysis found in
traditional works on Ancient Greek. Information structure analysis is
applicable to any text but in some texts the net gain over more traditional
approaches isn't particularly breathtaking. IMHO Romans 9:16 is one of these
texts.
