Zerwick says the hO means: "'which fact' referring to 
the following clause hOTI KTL (etc.)" The UBS 
Translator's Handbook to John's letters basically 
says the same thing: "The Greek uses the neuter 
singular form of the pronoun.... This serves to show 
that the subsequent clause explains the whole idea of 
what precedes rather than the single 
word 'commandment'...."
