 No, hOTI here is the Quoted Speech marker. Just "Open inverted commas".
 "That it might be fulfilled which was spoken by the prophets, 'He shall be
 called a Nazarene'".

 hOTI also introduces reported speech: "He said that (hOTI) the sun would
 shine".
