It would certainly help if you were to give a citation of where this is
found and a transliteration. Fortunately, I have a program which enables
me to find these passages quickly.

ANTI can have several senses:
(1) instead of
(2) for, as
(3) on behalf of
(4) for the purpose of
I hardly think anyone would advocate that ANTI PERIBOLAIOU here indicates
that a woman is thought to have long hair instead of or as a replacement
for clothing (even though some of us dirty old men might appreciate that)
yet it would seem that the other senses don't yield much different in
meaning. I think one needs to consider the meaning of PERIBOLAIOU here.
It would seem to have the sense of "mantle", that which hangs down over
the shoulders and covers the back -- i.e. a cape. I can certainly see
how long hair which hangs about the shoulders and down the back might
give the impression of a cape.
