I'll second that.  If you can't find the print edition or if you would
prefer, Logos has it at a very reasonable price.  There's also the Word
Biblical Commentary on these epistles by Smalley (vol 51).  I'm sure it
would be available in print.  It's also in Logos format (www.logos.com --
search for "smalley").
