AFAIK, neither are public domain. You can find copies through all the usual
channels, however: interlibrary loan, Amazon.com, etc.
Interlibrary loan is a wonderful thing! I know someone who did Ph.D. level
research in a tiny town between Amarillo and Lubbock TX, using primarily ILL
through his public library. It CAN be done.

I have Hatch and Redpaths, which some say has its own peculiarities, so my
next question is, who's LXX lexicon is the most accurate?
I also have the Hebrew Aramaic index by Muraoka keyed to H&R.
