If you're missing something, then I'm missing it as well.  I would agree that THN OLIGOTHTA . . . seems more easily understood as the Psalmist's words.  While I have Lane's WBC commentary, I do not have access to Bacon's ZNW article which he references.  Perhaps that would clarify matters.

William Lane suggests in his commentary (Word Biblical Commentary) on Hebrews 
(1:10-12) that in the LXX Ps. 101:26-28 (English 102:25-27) refers to the 
creative activity of the divine Wisdom or of the Messiah, not of God. He 
refers to B.W.Bacon's article Heb 1, 10-12 and the Septuagint rendering of Ps 
102,23.

The basis is the translation APEKRIQH AUTWi in verse 24. That makes verses 
24-29 God's response.

I can follow the thought that if 24-29 is God's answer, the one He addresses 
as KURIE could be considered to be "the creative activity of the divine 
Wisdom or of the Messiah". But I do not follow the thought on the rest of the 
passage. It seems that "THN OLIGOTHTA TWN hHMERWN MOU ANAGGEILON MOI;
MH ANAGAGHiS ME EN hHMISEI hHMERWN MOU, EN GENEAi GENEWN TA ETH SOU." is 
easier to read as the psalmist's request to God rather than as God's request 
to the psalmist. What is it that I am missing? Could someone clarify what 
Lane or Bacon might have meant?
