So true, Elizabeth. In fact, few, within SIL, at least, who practice 
discourse analysis (and there are many different approaches) are very keen 
on transformational grammar, at least that which came from early Chomskyian 
writings (1957, 1964).

Gary O'Neal might be referring to SSAs (Semantic Structure Analyeses) 
produced by SIL members. SSAs attempt to display all the explicit and 
implicit propositions within a biblical text as well as the logical 
relationships among them. There is no relationship to Transformational
