I think that this means simply that the election/selection of elders  
took place so that each congregation had one or more PRESBUTEROI.  
You're evidently asking whether this means that each congregation had  
more than one PRESBUTEROS. I don't think that the Greek is precise  
enough to clarify whether that is actually so; it may be that larger  
congregations had more than one or it might be that only one was  
elected/selected for each congregation. I think we must be content  
with what the Greek tells us: (a) that there was an election/ 
selection of PRESBUTEROI, and (b) that this was carried out in each  
congregation.

I would refer it back to the MAQHTAI indicated in 14:22 and  
previously indicated in the participle MAQHTEUSANTES in 14:21.
