HH: The opinion I have comes from those who have translated the Dead Sea 
Scrolls and should know most about the subject. It is in the 
introductory material to _The Dead Sea Scrolls: A New Translation_, by 
Michael Wise, Martin Abegg, Jr., and Edward Cook (HarperCollins, New 
York, 1996).
