No--I think the leg irons (if there were two) would be attached to a chain
or chains, which would be attached to something solid, like a ring in a
beam, a wall, or a stone floor. Chains don't typically go directly on
arms--you could have manacles with a similar arrangement to the leg irons,
but they aren't mentioned here. The idea is that this person was so wild
that they attempted to chain him to one spot like a bear. But when they left
him alone, he broke out of the leg irons and/or chains.
