Certainly, there is justification for such a meaning since PAS may include
"everything belonging, in kind, to the class designated by the noun every kind
of, all sorts of..." (BAGD, 631). Examples include Mt. 4:23; 23:27; 28:18;
Acts 2:5; 7:22; 13:10a, b; Rom. 1:18, 29; 7:8; 1 Cor. 1:5b; 6:18; 2 Cor. 7:1;
9:8b, c; 10:5a; Eph. 1:3, 8, 21a; 4:19; 5:3; Phil. 1:9; 2 Th. 2:17; Tit.
1:16; 3:1; 2:14; Heb. 13:21; Jas. 1:17, 21; 1 Pet. 2:1a, b; Rev. 8:7. A.T.
Robertson adds 1 Tim. 2:1 (Word Pictures)!
However, BAGD puts 1Tim. 2:4 in another category: "w. a noun in the pl.,
without the art. PANTES ANQROPOI all men, everyone...." Cf. Acts 22:15; Rom.
5:12a, 18a, b; 12:17; 1 Cor. 7:7; 15:19; 2 Cor. 3:2; Phil. 4:5; 1 Th. 2:15; 1
Tim. 4:10; Tit. 2:11.
