I would go for both directions. PROS with ECW seems to be able to express the sense of "in relationship to/with".
Compare Rom 5:1 EIRHNHN ECEIN PROS TON QEON. Is it not just that God has made peace with us, but we have made peace with
God. It is a mutual relationship of peace between the two parties. The same can apply to the grace in Acts 2:47. The
believers seem to have had a mutual relationship of grace and favor with the people.
