There are two problems.  One is that either the sender or the  
receiver's email client is configured incorrectly, and the other is  
that some software between the sender and receiver is configured  
incorrectly (or is so ancient that it's impossible to configure  
correctly).  Even the mailing lists devoted to discussing aspects of  
Unicode itself -- where everybody has the right email software and  
configures it correctly -- have this kind of problem crop up  
occasionally.

We're still at a point where email in anything other than ASCII cannot  
be guaranteed to be transmitted correctly all the time.
