[B-Greek] illegal Greek Capital letters with some accents

There are a number of different keyboard files that can be used with
Tevultesoft Keyman, and I suspect that the problem you are encountering is a
feature of the keyboard file that you are using, not of Keyman itself.
Using the Classical Greek keyboard file provided by Manuel Lopez, I find
that I can enter capital Rho with a rough breathing. The same is true for
the keyboard file provided with the Galatia SIL Unicode font.

That should certainly not be illegal.
It comes on the screen with a smooth breathing either way.
