You're not comparing apples to apples here.  Acts 19:1-6 is dealing with the 
baptism of John the Baptist which was a national baptism to repentance.  It 
has nothing to do with the Holy Spirit.  They hadn't even heard if there was a 
Holy Spirit intil this conversation with Paul in Acts 19.
