Only in indicative mood forms; optatives take secondary endings but
are not referring to past time unless in indirect questions (and
that's not very common in NT Greek.

There is no Second Aorist ACTIVE; the orm EGRAYA is First Aorist
active; on the other hand he may possibly be referring to EGRAFHN,
which is often referred to as a Second Aorist Passive (as opposed to
a First Aorist Passive form appearing sometimes in ancient Greek:
EGRAFQHN).
Most verbs have First Aorist forms; several older verbs do have
Second Aorist forms.
