No, κατὰ [KATA] is used distributively here. It doesn't refer to simply one day but every day one. Cf. its usage in Lk 2.41
41 Καὶ ἐπορεύοντο οἱ γονεῖς αὐτοῦ κατʼ ἔτος εἰς Ἰερουσαλὴμ τῇ ἑορτῇ τοῦ πάσχα.
KAI EPOREUONTO hOI GONEIS AUTOU KAT' ETOS EIS IEROUSALHM THi hEORTHi TOU PASXA
And his parents went EVERY YEAR to Jerusalem for the Feast of Passover.

I can see that hHMERA MIA in Gen.1:5 serves as a clear model of how to
express a specific day of the week. But the structure of KATA MIAN SABBATOU
in 1 Cor.16:2 is quite different, so a link between the two seems to be
interpretive.
So can KATA MIAN SABBATOU in 1 Cor.16:2 be non-specific and mean “on one
day of the week"?
