The difference is night and day.
First the third edition is VASTLY improved from the simple mechanical
usage and format. The divisions in the entry are much cleaner and
clearer. The sub-sections are formated to see at a glance where you
are in the entries. For me this alone made the purchase worth the
price.
Second the content has been updated extensively throughout with the
latest information at the time of publication (2000).
The third edition is worth every penny and every minute spent with it
is fruitful.
