It would seem that the description he gives would indicate that the road from the fourth gate led first down into a ravine and then back up to a city on the other side situated "like a theater" which I would take to mean that it was clearly visible as though it were on a stage.

This description of the first and fourth passages from
the gates in the western wall, in the latter case a
monumental stairway, would appear to be pretty
straightforward. The steps leading away from the
fourth gate reached all the way to the other [upper]
city. The clause introduced by the dative BAQMISIN
tells us the passage first led downward into the
depths of the valley and then upward into the city,
seemingly without any interruption. But does the Greek
text itself really allow for a slightly more
complicated method of getting from point A to B by
using the fourth gate, or is only a single road in
view?
