The text is a seven-line inscription from the "soreg,"
or balustrade, which non-Jews were forbidden to pass
in the area of the Jerusalem Temple. The photographs
and reconstructions I've seen read:
1) MHOENA ALLOGENH EISPO
2) REUESQAI ENTOS TOU PE
3) RI TO IERON TRUFAKTOU KAI
4) PERIBALOU OS D AN LH
5) FQH EAUTWI AITIOS ES
6) TAI DIA TO EX[A]KOLOU
7) QEIN QANATON
The tablet is badly weathered, but TOI (not TOU)
in line 2 is the reconstruction offered by M. Ben-Dov
("In the Shadow of the Temple," [1982], p. 102).
