First (pun intended) PRWTOS is primarily used of "order, in sequence." Of
the 192x it is used in the NT is used 69x for sequential order or order in
God's revelation. It is used in Mk 6:21, Lk 15:22, as a designation of rank
or importance. I would recommend NIDNTT, Vol 1, pp 664-667; BADG, 2nd Ed.,
pp. 725-726. Note: BADG comments on p. 726, under paragraph Beta, it speaks
regarding "of persons...PRWTOS SIMWN Mt 10:2 is not meant to indicate the
position of Simon in the list, since no other numbers follow, but to single
him out as the 'most prominent' one of the twelve."
This is not strange since Peter is listed first in all the lists including
Mk 3:16-19; Lk 6:13-16; and Acts 1:13. In each of the lists it should be
noted that the first four names are identical except position in the list.
What is interesting is that the first four names in Matthew and Luke appear
in the same order, while Mark and Acts have the same order. So Luke-Acts has
two different orders, but Peter is always first.
Furthermore, I will not discuss the issue regarding the primacy of Peter
except OFF-LIST since it is against list rules. I will say that your friend
is reading Mt 16 into Mt 10.
