[B-Greek] Matthew 5:19 translation and antecedent

Matthew 5:19 begins: hOS EAN OUN LUSHi MIAN TWN ENTOLWN TOUTWN TWN
ELACISTWN.
I am interested in the function of TOUTWN, leading to these two questions:
1. Translation: can this properly be rendered "Whoever therefore breaks
one of these least commandments"? Most English versions render it:
"Whoever therefore breaks one of the least of these commandments."
2. Antecedent: If the answer to 1. is affirmative, what is the
antecedent of TOUTWN? Could it possibly refer back generally to the
implied summons in Matthew 5:3-16? If the answer is negative, what is
the antecedent of TOUTWN then?
