I'll take a stab at this one.
in verse 4 THN hAMARTIAN is functioning as an object to the descriptive participle. i.e. "Those who practice sin" Which I take as kind of a general statement describing folks reviling in their sin.
While in verse 6, hAMARTANEI is just the main verb to its subject hO MENWN.
