hO MELLWN generally denotes an action which is subsequent to another (in this case having hoped). I would therefore suggest "We were hoping that he was the one who is going to redeem Israel." Robertson seems a bit inconsistent here (if not completely wrong) since ESTIN is present while HLPIZOMEN is impf though I think the use of the pres indicates an event contemporaneous with the time of the main verb.
(c) Change of Tense in Indirect Discourse. … After primary tenses there is, of course, no change in mode or tense. Note Mt. 16:18 above. See also Mk. 11:24, πιστεύετε ὅτι ἐλάβετε καὶ ἔσται ὑμῖν [PISTEUETE hOTI ELABETE KAI ESTAI hUMIN]. It is only after secondary tenses that any change occurs. Usually even then there is no change of tense in Greek. Thus ὅπου ἤκουον ὅτι ἕστιν [hOPOU HKOUON hOTI ESTIN] (Mk. 6:55). So with ἀκούσας ὅτι βασιλεύει—ἐφοβήθη [AKOUSAS hOTI BASILEUEI—EFOBHQH] (Mt. 2:22). So ἠλπίζομεν ὅτι αὐτός ἐστιν [HLPIZOMEN hOTI AUTOS ESTIN] (Lu. 24:21).

Is there perhaps some residual hope reflected in the ESTIN hO MELLWN, or is
use of the present tense simply the normal grammatical way you express the
following:
We were hoping that he was the one who was going to set Israel free.
