I'm using version 3.0.4, but I think it was the same way in older
versions:
Open the "View" menu: at the bottom of the list of items you'll find
"Text Encoding"; holding that with your mouse will access a listing of
available text-encodings, including UT-8 and a wide variety of
international encodings.
