According to Kent D. Clarke
"The general scholarly consensus placed the USBGNT3 closer than previous UBSGNT editions to the text presented by Westcott and Hort." He cites many references in his notes to this effect. (Textual Optimism page 62)

Differences between UBS2 & UBS3 include:
Around 500 changes, mostly to do with bracketed text.
Many of the changes were mutual editing bringing the text closer to Nestle-Aland
Elimination of highlighting of allusions and literary echoes
The letter rating system for varients tended to down grade them, presenting "a less confident text".

Then there was the UBS3 corrected edition which was a further step toward Nestle-Aland

So if you enjoy the feature of the OT quotations standing out, the second edition will serve you well, since that feature apparently got dropped.
