I don't know how a word such as HLQEN (or any other word) would propel Peter to Jesus.  :-)

Seriously though, I think you need to consider the range of the preposition PROS.  For those who are visually inclined (generally not me), Wallace has a diagram in his section on prepositions which illustrates some of the differences between various prepositions.  I would, however, advise against simply looking at the diagram and drawing conclusions based on that.  Note what BDAG states regarding PROS.  It is there indicated that the word can signify not only "to" but "in the direction of."  The context must make clear which significance is to be considered.  In the case of this passage it must be concluded that, as you noted, Peter is here pictured as being  relatively close to Jesus since he was able ἐκτείνας τὴν χεῖρα ἐπελάβετο αὐτοῦ [EKTEINAS THN XEIRA EPILABETO AUTOU].

Would it be grammatically correct to say that Peter
arrived to where Jesus was standing on the water by
virtue of the use of the Aorist? I recall reading in
the archives that PROS has the idea of movement toward
which is why I am asking since the Aorist "went" + the
idea of movement toward Jesus seems strange. I note
also that Jesus had to only reach to grab Peter once
he began to "drink down" water.
