May be we need to arrange this into English grammar and see if it fits your  
scenario:
 
"They came from the Black Sea as far as the narrows of  the river toward Troy"
 
APO POTAMIDOS POTAMOU EWS MASTOUSIAS TES KATA  hILION.

Can anyone identify Potamidos potamou (capitalization  follows the original). 
 
It appears to be something of a redundancy to  me.  Also, can anyone identify 
'Ilion?
