Excellent question.
First, they learn by using the language,
usually tied into one of the sign languages, through which they rapidly engage
their world.
There are some peculiarites to those languages linguistically
and there have been many studies on this of which I am not up to date.
I suspect that an MRI-brain scan of deaf users might produce some differences
from normal 'sound-based' users, too.
