I'm not sure how you construct "leagues," so I won't speak to that. William Larkin is not specifically a Greek scholar but neither is Mikeal Parsons as such. Both are much more well-known in the arena of Luke-Acts. In fact, since you posed he question about Larkin, I'd have to say that most of the people on the list at Rod Decker's site are unknown to me (Peter Head, Mikeal Parsons, William Larking, and A.K.M. Adam excepted). I didn't know who Martin Culy was either, but I find his handbook quite helpful. So I'm not sure what assigning any of these people to a league would mean. NT scholars who teach primarily Greek, as compared to anything else, are fairly uncommon. In fact, at the seminary nearest me, only adjuncts teach biblical languages. Anyway, I found Larkin's dissertation in Luke-Acts helpful.
