We ordinarily cite the text when discussing this sort of question:

Luke 2:2 αὕτη ἀπογραφὴ πρώτη ἐγένετο  
ἡγεμονεύοντος τῆς Συρίας Κυρηνίου.
hAUTH APOGRAFH PRWTH EGENETO hHGEMONEUONTOS THS SURIAS KURHNIOU.

This would appear to be a question about English translation rather  
than a question about the Greek text. The verb here in the genitive  
absolute participial form (ἡγεμονεύοντος  
[hHGEMONEUONTOS]) means "be/function as hHGEMWN." What is it that  
you're faulting in the translations? Do you suppose that "being  
governor" means something different from "governing"?
