  A.T. Robertson pp.174-715 states "Absence of attraction [is]  
Normal". We don't need to explain why a relative pronoun isn't  
assimilated to the case of the antecedent or vise versa.  ATR again  
"... the case ... of the relative ... follow[s] the same law as other  
noun and pronouns ... assimilation of case is not a necessity."

According to ATR, we are not under any obligation to explain why  
assimilation doesn't happen.
