That's true, of course, for an isolated instance. If there is a
pattern we can sometimes infer an editorial decision.
Both NA27 and UBS4 capitalize the first letter of a name.
Both NA27 and UBS4 divide the text into paragraphs and capitalize
the first letter of each paragraph.
UBS4, but not NA27, capitalizes the first letter of quoted speech.
In my limited study, I have not seen any other patterns. I guess
I was hoping that some more observant soul might have spotted one.
