I think it's more likely that TOUTO refers to
ENDEIXIS which is closer than PISTIS and
no less neuter.

What is TOUTO?  It is TOUTO, of course !  :-)  

Note the gender which is neuter.  There is nothing in the immediate context with which it might logically agree so that doesn't really help.  If we go back to τῇ πίστει THi PISTEI in v. 27, it is fem. and ἥτις hHTIS is in agreement with it.  In v. 28 σωτηρίας SWTHRIAS is likewise fem.  I guess this is simply one of those cases where Paul forgot his grammar [ :-)  ], which is to say that it is KATA SUNESIN or "according to the sense."  The question remains, "What is the sense?"  In light of what follows in v. 29 I would opt for τῇ πίστει THi PISTEI since faith is further discussed there.

The last phrase in this verse is KAI TOUTO APO QEOU.  To what does TOUTO 
refer?
